ESTABLISH BETTER COOPERATION BETWEEN ALL
EMERGENCY AGENCIES INVOLVED AND MAKE CERTAIN
THEY ARE PREPARED TO RESPOND TO A CYBERATTACK

We must make certain that every emergency agency is prepared to respond to the consequences of a wide-spread cyberattack. For example, the Federal Emergency Management Agency (FEMA) should have – and share with all other agencies – a detailed plan for how best to respond to a prolonged regional blackout.  Their plan should address every logistical challenge involved, for every region in the United States.  Likewise, the Department of Health and Human Services should have – and share with all other agencies – a detailed plan for how they will deploy medical supplies in the case of public health emergencies associated with a disruption in our water distribution and filtration systems.
