COUNTER-IDEOLOGY CAMPAIGN. IMPLEMENT
MALCOLM NANCE'S*"CIRCUIT BREAKER" STRATEGY 

NOTE:  Mr. Nance* introduced this concept in 2010, when al-Qaeda was the predominate terrorist organization.  We believe his strategy extends to any and all Jihadist terrorist organizations.  

"The CIRCUIT BREAKER strategy relies on inciting an ideological backlash against al-Qaeda and other religious militant groups acting throughout the Muslim world.  The greatest weakness of al-Qaeda's religious militant ideology is vulnerability to any deep analytical dissection of their religious motives.  In addition, any successful strategy must identify the core organizations and personalities that have corrupted Islam and ask whether they are sanctioned or are illegitimate cults and cultists with traits such as al-Qaeda exhibits.  

CIRCUIT BREAKER can provide the platform to spread the message that a new era for reconciliation and cooperation with the Muslim street has arrived:  The United States and its values are no threat to Islam or to their culture.  Our enemy is the cult of al-Qaeda and their spiritual followers...This is a message the world needs to hear daily, loudly, and clearly.  In the war of ideas, al-Qaeda and their viral messengers need to be shouted down."

               Appoint a new counter-ideology warfare director and give him an office.

               Create a special CIDOW Task Force from existing assets.

               Commission the private sector.

               Launch CIRCUIT BREAKER, a full scale public strategic communications operation.  

                              Incite the Debate.  Empower the Muslim world to take a clear stand in protecting the true meaning of the Qur'an.
      

                              Terror Cult.  Make a clear distinction between global religious death cults and the one and a half billion peaceful Muslims.

                              Inform the Islamic street.  Engage in an effort to inform the Islamic world based on good faith, goodwill, and common goals.

                              Reframe terrorism.  Reinforce that terrorism is a tactic used by lawless entities.  

                              Aggressive counter ideological warfare.  Create policies and operations that inspire a global movement.

                              Dominate the entire information spectrum.

Malcolm W. Nance was a career counterterrorism and intelligence officer for the U.S. government’s Special Operations, Homeland Security, and Intelligence agencies, with over 33 years of experience in combatting radical extremism.  An honorably retired U.S. Navy Arabic-speaking intelligence collections operator, field interrogator, Survival, Evasion, Resistance, and Escape specialist and founder of the Advanced Terrorism, Abduction and Hostage Survival School, he spent more than two decades on clandestine antiterrorism and counterterrorism intelligence operations in the Middle East North Africa, the Balkans, South Asia, and sub-Saharan Africa in direct support of the Special Operations and Intelligence Community.
